Prohibits police officers from using any chemical agents against minors under the age of 18 under any circumstances

Chemical agents covered by the ban include oleoresin capsicum, pepper spray, and tear gas

Requires both the state model law enforcement use of force policy and all local use of force policies to include this prohibition

Amends Section 840 of the Executive Law by adding this restriction to existing use of force policy requirements

Takes effect immediately upon passage
