Requires election commissioners and key board of elections staff to complete an initial training course within six months of their first appointment, with curriculum not to exceed 30 hours

Mandates annual continuing education to be completed before June 1st each year, limited to 3 hours of instruction

State Board of Elections must develop the curriculum in consultation with election commissioners and provide training, including through web-based recorded formats

Failure to complete required training triggers a letter from the State Board of Elections to the county legislature or city council and relevant county party chair notifying them of the delinquency

Takes effect 180 days after becoming law, with immediate authorization for rulemaking to implement the requirements
