Requires the Department of Corrections to electronically notify an incarcerated individual's next of kin or personal representative immediately prior to a facility transfer

Grants incarcerated individuals the right to make at least one free personal phone call before being transferred to another correctional facility

Allows the department to deny the pre-transfer phone call only under "exceptional circumstances" that would create an unacceptable safety or security risk, requiring written documentation when calls are denied

Retains existing requirement that transferred individuals may make at least one phone call within 24 hours of arriving at the new facility

Takes effect 30 days after becoming law
