Authorizes the Commissioner of Parks, Recreation and Historic Preservation to enter into stewardship agreements with individuals or groups to preserve, maintain, or enhance trails in state-owned parks

Permits non-profit 501(c)(3) parks' friends groups and local community organizations to administer the adopt-a-trail program through permanent or temporary agreements

Allows trail stewardship activities including vandalism remediation, litter disposal, trail access maintenance, interpretive services, lawn care, tree trimming, and installation of benches, kiosks, and picnic tables

Creates the State Park Adopt-a-Trail Stewardship Program Fund to hold designated funding, maintained jointly by the State Comptroller and the Commissioner of Parks

Prohibits stewardship agreements from displacing current workers or reducing their hours, wages, benefits, or impairing existing collective bargaining agreements
