Requires the Division of Criminal Justice Services to establish a written policy prohibiting police agencies from using sustained auditory dispersal tools, including long range acoustic devices, sonic weapons, and sonic cannons

Defines "sustained auditory dispersal tool" as any high-powered sound device that emits sustained tones, beeps, or deterrent sounds at decibels that cause hearing loss, with sounds over 90 decibels presumed unreasonable

Exempts devices used for verbal communication at 90 decibels or below when properly administered by trained personnel, but devices used as deterrents rather than communication are still prohibited

Creates a civil cause of action allowing individuals subjected to these devices to sue the employing law enforcement agency for $1,000 per violation or actual damages (whichever is greater), plus punitive damages, injunctive relief, and attorney's fees

Punitive damages must consider factors including the number of violations, decibel level used, medical complications, and the agency's history of violations
