Requires the Commissioner of Environmental Conservation, in consultation with the Department of Agriculture and Markets, to add the Asian longhorned tick and lone star tick to New York's official invasive species list

Mandates inclusion of both tick species in the state's comprehensive invasive species management plan

Directs state agencies to prohibit, actively eliminate, or control these tick species at project sites funded or regulated by the state

Requires tick information to be added to statewide databases and clearinghouses, incorporating data from state agencies, organizations, nearby states, provinces, Canada, and the federal government

Takes effect 90 days after becoming law, with authority to implement necessary rules and regulations immediately upon passage
