Mandates study of geotechnical conditions of pit bottoms and the role of borrow pits in absorbing heat during summer months when shallow areas experience ulva sulfide conditions

Imposes a five-year moratorium on placing any sediment or fill into Jamaica Bay borrow pits, beginning upon the act's effective date

Requires the study report to be submitted to the Governor, Senate President, and Assembly Speaker by March 30, 2030, and published on the DEC website

Moratorium remains in effect until five years have passed or the study is completed and published, whichever occurs later
