Defines "dock" as an unenclosed structure secured to land or water used for mooring boats or recreational activities such as swimming, fishing, or sunbathing platforms

Defines "floating structure" broadly to include boathouses, fueling structures, navigation markers, floating homes, marinas, walkways, and boarding platforms supported by flotation

Adds a new Title 34 to Article 27 of the Environmental Conservation Law to establish this polystyrene foam docks ban
