Applies to offenses involving assault, strangulation, homicide, kidnapping, riots, and terrorism committed against unintended victims

Defines "public official" broadly to include the governor, lieutenant governor, comptroller, attorney general, state legislators, and members of Congress

Covers state department heads, officers of state agencies, members of public authorities and public benefit corporations, and their employees

Includes municipal officers and employees, as well as full-time judges and justices of the unified court system, but excludes volunteer firefighters except fire chiefs
