Expands the Metropolitan Transportation Authority (MTA) board from 17 to 21 voting members by converting existing non-voting rider representatives to voting members

Grants voting membership to representatives recommended by the NYC Transit Authority Advisory Council, Metro-North Rail Commuter Council, and Long Island Rail Road Commuter's Council

Creates a new voting member position appointed on recommendation of the NYC Mayor's Office for People with Disabilities commissioner, who must consult with disability advisory bodies and external disability advocacy organizations

Reduces non-voting positions from 2 non-voting and 4 alternate non-voting members to 1 non-voting and 2 alternate non-voting members, with remaining non-voting seats reserved for labor organization representatives

Requires the new rider representative voting members to serve on key committees including capital program oversight, finance, safety, Triborough Bridge and Tunnel Authority operations, and their respective transit system operations committees
