Authorizes nuisance wildlife specialists operating under the program to use deer traps, salt licks, bait, spotlights from motor vehicles, and discharge firearms within 500 feet of dwellings (with certified mail notification) or within 250 feet (with written consent from owners)

Requires permit applications to include a site-specific deer management plan, geographic boundaries, timeframe, list of participating specialists, and details on local law enforcement consultation

Mandates the Department of Environmental Conservation to submit a report within 30 months evaluating program effectiveness, including number of permits issued, deer taken, and recommendations for future programs
