Requires rainwater storage systems to capture at least 0.2 inches of rainfall from contributing rooftops, with identified reuse applications sufficient to utilize stored water within one week at one inch per week during May through September

Sets technical specifications for conveyance systems, including gutter slope requirements and mandatory placement of underground cisterns at least 10 feet from building foundations and above groundwater level

Mandates pretreatment through filters or screens to prevent debris from entering storage tanks, plus mosquito screening with 1 millimeter mesh at all openings

Prohibits rainwater harvesting from tar and gravel roofs, asbestos shingles, treated cedar shakes, and roofs with lead-containing metal flashing

Takes effect 90 days after becoming law, with the DEC commissioner authorized to promulgate implementing rules and regulations
