Requires the Department of Environmental Conservation to establish within 18 months a facility-by-facility review program for "qualifying warehouses" (heavy distribution warehouses 50,000+ square feet or operated by entities controlling 500,000+ square feet statewide) to reduce air pollution from mobile sources

Mandates warehouse operators obtain permits before operating new or modified qualifying warehouses, demonstrating compliance with national ambient air quality standards, no recent air quality violations, and LEED silver or higher building standards

Requires annual reporting from qualifying warehouse operators including daily vehicle trips by weight class, vehicle miles traveled, percentage of zero-emission vehicles, number of EV charging stations, and identification of major subcontractors

Directs the department to complete within 18 months a feasibility study on implementing low- and zero-emissions zones for medium- and heavy-duty vehicles, with priority for disadvantaged communities and areas near schools, hospitals, and parks

Allows cities with populations over one million (New York City) to establish their own indirect source pollution programs for qualifying warehouses, subject to DEC approval and annual review, provided they are at least as stringent as the state program
