Requires municipal and health agencies to provide a 120-day warning period before issuing monetary fines to facilities owned or operated by congressionally chartered veterans' groups

Allows veterans' organizations to cure violations during the warning period; fines may only be issued if violations continue after the 120 days expire

Permits veterans' organizations to request a written extension beyond the 120 days if they can demonstrate an attempt to cure the violation

Excludes imminent life-threatening building code or health code violations requiring emergency facility closure from the warning period requirement

Excludes violations of the alcoholic beverage control law from the warning period protection

Takes effect 60 days after becoming law
