Requires all child daycare facilities in New York to establish and maintain emergency evacuation and lockdown plans specifically for children with disabilities within 120 days of the law taking effect

Plans must include evacuation and lockdown procedures for children with disabilities, a list of children needing assistance during emergencies, and the location of evacuation devices and assistive technologies

Finalized plans must be submitted to the Office of Children and Family Services within 7 days and kept accessible on-site for law enforcement, emergency responders, and employees

Plans must be made available to local law enforcement, emergency responders, facility personnel, and parents/custodians (with parents only receiving information pertaining to their own child)

Daycare facilities must update plans annually and notify the Office of Children and Family Services, parents, and employees of any changes while maintaining confidentiality of children's diagnoses and disability information
