Eliminates mandatory minimum sentences for felonies by allowing courts to impose the minimum sentence necessary to achieve sentencing goals, including definite sentences of less than one year for most offenses

Repeals enhanced sentencing provisions for second felony offenders, persistent felony offenders, and second violent felony offenders (sections 70.04, 70.06, 70.07, 70.08, and 70.10 of the penal law)

Requires courts to issue written decisions explaining individualized findings for any sentence of imprisonment, and mandates that pre-sentence reports include an analysis of the actual financial cost of incarceration

Removes mandatory minimum periods of post-release supervision, converting minimums to maximums only (e.g., post-release supervision "not less than five years" becomes "not more than five years")

Expands eligibility for shock incarceration programs by removing restrictions based on prior violent felony convictions and age limitations, and prohibits confinement in correctional facilities during post-release supervision except following a revocation hearing
