Requires the Municipal Police Training Council to develop policies and procedures for police response to crisis situations involving persons with mental illness and/or substance abuse disorder, in consultation with the commissioners of mental hygiene and addiction services

Mandates education and training on these crisis response protocols for all new and veteran police officers in cities with a population of one million or more (applicable to New York City)

Directs the Council to recommend rules and regulations to the governor for establishing ongoing training programs and periodic retraining of officers on these crisis intervention procedures

Takes effect 90 days after becoming law, with immediate authorization to develop necessary rules and regulations for implementation
