Requires the Public Service Commission to provide virtual access to all commission proceedings and public sessions, including evidentiary hearings, procedural conferences, and other formal proceedings

Allows both parties and non-parties to participate virtually to the same extent they would be permitted to participate in person

Takes effect 90 days after becoming law

Authorizes the commission to immediately begin developing rules and regulations needed for implementation before the effective date
