Creates a new class A misdemeanor offense for openly carrying a rifle or shotgun, defined as carrying in a manner that renders the weapon or any portion of it visible to others

Exempts military personnel, police officers, peace officers, and federal service members acting in official capacity from the open carry prohibition

Allows open carry for licensed hunters while engaged in or traveling to/from lawful hunting activities, as well as during hunter education, marksmanship practice, and firearms safety training

Permits open carry on one's own home, place of business, or controlled private property, and on another person's private property with express consent or clear signage indicating permission

Provides additional exemptions for historical reenactments, museum/historic site displays, military ceremonies, biathlon participation, and certain government employees and transit authority security personnel
