Expands the crime of criminally using drug paraphernalia in the second degree to include objects used for ingesting or inhaling controlled substances

Adds pipes (with or without screens), glass tubing, pipe screens, steel wool, and miniature spoons to the list of prohibited drug paraphernalia

Requires proof that possession of these objects occurred under circumstances showing intent to use them unlawfully or knowledge that someone else intends to use them unlawfully

Takes effect on the first of November following enactment
