Designates the legislation as the "Tiarah Poyau Act"

Allows courts to provide juries with written instructions regarding the elements of any offense, defense, or affirmative defense when the jury requests such instructions during deliberations

Requires the court to let counsel examine the written instructions, give counsel an opportunity to be heard, mark the instructions as a court exhibit, and read the instructions aloud to the jury before providing them

Takes effect 120 days after becoming law
