Reestablishes the Office of Gun Violence Prevention within the Division of Criminal Justice Services, originally created by Executive Order 211 of 2021, to coordinate state, local, and federal efforts to prevent and address gun violence

Requires the office to centralize grantmaking, enhance health systems capacity for violence prevention, strengthen data collection and research on firearm injuries and fatalities, and conduct public education campaigns

Creates a Gun Violence Advisory Council of at least 13 members to be convened within 180 days, including gun violence survivors, community intervention providers, public health officials, trauma care professionals, mental health clinicians, educators, law enforcement, and youth advocates

Mandates the office issue an annual report on the state of gun violence, policy recommendations, and office activities to the governor and legislative leaders, to be published on the division's website

Requires collaboration from multiple state agencies including the Department of Health, Department of Education, Office of Mental Health, Office of Victim Services, State Police, and the Attorney General's office
