Expands New York's municipal sustainable energy loan program (PACE) to cover qualifying water improvements, resiliency improvements, and low carbon intensity building components in addition to existing renewable energy systems and energy efficiency measures

Defines qualifying water improvements as measures to reduce water consumption, promote conservation/storage, manage stormwater, resist flooding, and mitigate potable water contamination

Defines qualifying resiliency improvements as measures to help buildings withstand extreme weather events (floods, high winds, tornados, extreme temperatures, wildfires, sea level rise), advance energy storage/microgrids, support EV charging infrastructure, or improve indoor air quality

Extends maximum loan repayment terms from the weighted average useful life of improvements to the longest-lived system or improvement, and allows loans up to 10% of appraised property value after completion of improvements

Establishes new enforcement procedures allowing municipalities to foreclose on delinquent charges through article 13 of real property actions and proceedings law, with the ability to assign collection rights to third parties
