Prohibits state officers and employees from disclosing confidential information (including health status, income tax records, sexual orientation, immigration status, domestic violence victim status, and public assistance status) except to other state employees acting in their official duties

Allows disclosure of confidential information only when required by law, authorized in writing by the individual, necessary for criminal investigations with reasonable suspicion, or for compiling statistical information with written non-disclosure agreements

Bars state employees from inquiring about or recording confidential information from individuals applying for or receiving state services unless specifically required by federal or state law

Requires each state agency to designate supervisory "access officers" responsible for approving and authorizing any release of confidential information in writing, including specifying what information will be disclosed and to whom

Imposes civil penalties of up to $1,000 on state agencies that employ individuals who violate the confidential information disclosure provisions
