Prohibits nonemergency application of pesticides and lawn care pesticides on municipal park lands and lands under the State Office of Parks, Recreation and Historic Preservation

Requires public notice at least 72 hours before any pesticide application, posted both on the premises and on the office's website for 72 hours

Defines covered pesticides as fungicides, insecticides, herbicides, and rodenticides, excluding sanitizers, disinfectants, antimicrobial agents, and tamper-resistant bait containers

Exempts microbial pesticides, biochemical pesticides registered with the EPA, and materials classified as exempt under federal regulations (40 CFR 152.25)

Authorizes the Department of Environmental Conservation to promulgate rules and regulations to implement the law
