Creates an 11-member temporary state commission to study and make recommendations on pesticide application in cities with populations of one million or more (effectively New York City)

Governor appoints 5 members (including one from the Department of Health and one from the Department of Environmental Conservation); legislative leaders appoint the remaining 6 members

Nine of the 11 commission members must reside in a city with a population of one million or more

Commission members serve without compensation but receive reimbursement for actual and necessary expenses

Commission must submit findings and recommendations to the Governor, Senate President, and Assembly Speaker within one year of the act taking effect
