Mandates comprehensive training for all police and peace officers on implicit bias (including shoot/don't shoot decision-making), de-escalation, crisis intervention, procedural justice, historical community trauma, and appropriate engagement with youth, LGBTQ+ individuals, limited English speakers, religious minorities, and people with disabilities

Requires monthly firearms and defensive tactics training, quarterly scenario-based training exercises, and annual CPR and AED certification for all law enforcement officers

Establishes updated use of force policies requiring force to be reasonable, mandating supervisor reporting and documentation, requiring officers to intervene when appropriate and safe, and providing immediate medical aid including tourniquets and QuikClot to gunshot victims

Creates a data collection and reporting system through the Division of State Police and Division of Criminal Justice Services to track all officer-involved deadly force encounters, with reporting to the FBI's national use-of-force database

Directs the Office of Mental Health to establish regional or county-based law enforcement peer support services programs offering peer counseling for PTSD, critical incident stress, substance abuse, domestic violence, and family support, with a credentialing process for certified peer counselors
