Requires all current and new police officers and peace officers in New York to be licensed by the Municipal Police Training Council by January 1, 2027, with licenses valid for five years subject to renewal

Creates an Independent Police and Peace Officer Licensing Review Board composed of seven members appointed by the governor (3), attorney general (2), senate president (1), and assembly speaker (1) to review misconduct cases

Grants the review board authority to issue licensing penalties, revoke or suspend licenses, impose fines, require therapy or treatment, and mandate additional education for officers found to have committed professional misconduct

Establishes mandatory sensitivity and de-escalation training for officers hired on or after January 1, 2027, covering mental illness response, substance use disorders, mass gatherings/protests, and cultural competency on race, ethnicity, immigration status, sexual orientation, and gender identity

Requires continuing education programs for license renewal, including periodic retraining on policies and procedures established under the act
