Requires grand jury proceedings for police or peace officers involved in shootings or excessive force that results in death or injury of an unarmed civilian to be conducted in open, contemporaneous public hearings rather than closed sessions

Prohibits district attorneys from seeking indictment of officers in such cases through an "indictment by information," requiring full grand jury proceedings instead

Mandates that district attorneys who decline to pursue an indictment must produce a detailed report explaining how they reached that decision

Takes effect 30 days after becoming law
