Amends Education Law section 12 to explicitly protect students from discrimination based on wearing attire, clothing, or facial hair required by their religion

Adds "religious attire" as a specific protected category alongside existing protections for religion and religious practice

Applies protections to discrimination by both school employees and other students on school property or at school functions

Maintains existing exceptions allowing gender-based course distinctions permitted under Title IX and disability-related actions permitted under Section 504 of the Rehabilitation Act

Takes effect immediately upon passage
