Establishes the New York State Abortion Clinical Training Program within the Department of Health to train health care practitioners in performing abortions and related reproductive health services

Requires the Health Commissioner, in consultation with the State Education Department, to adopt a comprehensive curriculum covering counseling, informed consent, miscarriage management, medication and procedural abortion, telehealth delivery, contraception, and complication management

Authorizes the Commissioner to contract with professional educators to provide clinical training at a minimum of four sites across the state, with priority given to educators capable of providing full-range abortion care

Prioritizes training for health care practitioners who will serve underserved communities and provides grants to cover practical support needs including travel and lodging expenses

Mandates annual reporting to the Governor and Legislature on grants issued, number of participants, number of providers, and regional distribution, while prohibiting disclosure of identifying information about participants
