Creates a two-tiered offense structure for unlawful purchase and sale of body armor, establishing "first degree" and "second degree" classifications for each crime

Makes unlawful purchase or sale of body armor in the second degree a class A misdemeanor (removing the previous automatic felony enhancement for subsequent offenses)

Elevates unlawful purchase or sale of body armor to first degree (class E felony) when the person has a prior conviction for the second degree offense within the previous 10 years

Removes military service members from the general list of "eligible professions" allowed to purchase body armor, but creates a narrower exception for military personnel who are specifically issued body armor as a requirement of their service

Explicitly excludes members of the "unorganized militia" from the definition of eligible professions permitted to purchase body armor
