Defines "personalized firearm" as a pistol or revolver with a permanent, non-deactivatable programmable feature that prevents firing except by the lawful owner or authorized users

Requires the study to be completed within two years and must describe performance standards, qualifying criteria, and testing protocols for determining technological viability

Mandates the study identify specific firearms by make and model that qualify as personalized firearms

Requires the Division to report study results to the Governor, Senate leadership, and Assembly leadership
