All ferries purchased by or for the state, public authorities, or private nonprofits must be zero-emission starting April 1, 2032; privately licensed ferries receiving state subsidies for particular routes must also purchase zero-emission ferries for those routes

All public vessels operating in New York's navigable waters must produce zero or near-zero emissions by 2042, with fossil fuel engines permitted only as range extenders; exemptions apply to commercial fishing boats, ocean-going ships, and Great Lakes cargo vessels

All ground support equipment at public airports must be zero-emission by January 1, 2032

Metro-North, Long Island Rail Road passenger trains, and MTA subway work trains must be zero-emission by January 1, 2037; branches operating in New Jersey or Connecticut are exempt

NYSERDA must conduct three studies within five years: charging station needs along the Hudson River and NYS canal system for zero-emission commercial vessels, renewable energy viability at publicly funded airports, and sustainable aviation fuel availability using locally sourced biomass

NYSERDA must administer grants to commercial flying schools and nonprofit flying clubs (with at least 25 members) to install FAA-certified electric aircraft charging infrastructure, with priority given to those in business for at least five consecutive years
