Eliminates the requirement for recipients in municipalities with populations of 5 million or more (New York City) to sign repayment agreements when receiving emergency assistance for rent arrears

Maintains the repayment agreement requirement for social services districts in municipalities with populations under 5 million, with repayment periods not exceeding 12 months

Continues to limit rent arrears assistance to individuals without immediately available income or resources whose gross household income does not exceed 125% of the federal poverty line

Applies retroactively to any rent arrears assistance provided on or after March 13, 2020 (the start of the COVID-19 pandemic emergency period)

Requires the Department of Social Services to promulgate regulations establishing standards for repayment agreements in applicable districts and ensuring assistance is provided only in emergency circumstances
