Mandates minimum recycling rates of 30% (with 10% closed-loop) by year 5, 50% (with 20% closed-loop) by year 10, and 75% (with 40% closed-loop) by year 15 after plan approval

Prohibits retailers, distributors, and wholesalers from selling covered products unless the producer is participating in an approved collection program

Imposes civil penalties of up to $500 per violation plus $500 per day for continuing violations, and a $0.25 per pound penalty for failing to meet recycling performance goals

Establishes the Extended Producer Responsibility Program Fund to receive fees, penalties, and cost recoveries, with funds used by the Department of Environmental Conservation to administer the program
