Prohibits toxic substances in packaging including PFAS, phthalates, bisphenols, heavy metals, polyvinyl chloride, and polystyrene starting 3 years after regulations are promulgated

Establishes recycled content standards requiring glass containers to contain 35% post-consumer recycled content, paper bags 40%, and plastic trash bags 20%

Creates a 17-member advisory council and an Office of Recycling Inspector General to oversee the program, with producers funding collection, transportation, recycling infrastructure, and reimbursement to local governments for recycling services
