Caps copying fees at 75 cents per page for paper copies and limits charges to the provider's actual documented costs for delivering records

Prohibits denying record requests due to inability to pay and bans all charges for records requested to support government benefit applications, claims, or appeals

Clarifies that when a health care provider works as an employee or contractor of another provider, the employing/contracting entity is responsible for complying with record release requirements unless explicitly stated otherwise
