Eliminates the state requirement for the Department of Transportation to establish specific route criteria and certification for transporting liquefied natural and petroleum gas within New York State

Requires all transportation of liquefied natural and petroleum gas to comply with applicable federal and state laws and be conducted only by carriers holding a hazardous materials safety permit from the Federal Motor Carrier Safety Administration

Repeals subdivisions 1, 3, and 4 of section 23-1713, removing state-level route certification procedures that previously required consideration of population proximity, municipal fire department capabilities, and risk assessments

Removes references to "route certification" and "transportation" from related inspection, enforcement, and municipal fire department preparedness provisions throughout the environmental conservation law

Maintains strict liability for storage and conversion of liquefied natural and petroleum gas but removes transportation from the strict liability provision
