Authorizes the New York City Parking Violations Bureau to establish rules allowing persons charged with parking violations to appear electronically via computer or digital medium instead of in person

Requires that electronic hearings provide an opportunity for confidential attorney-client consultation during proceedings

Permits termination and adjournment of electronic hearings if technological problems prevent parties from seeing or hearing each other, or for other good cause

Prohibits electronic appearances for individuals under 18 years of age charged with parking violations

Allows localities to opt out of providing electronic appearance options through local law, ordinance, or regulation

Takes effect 180 days after becoming law and expires September 1, 2028
