Expands first degree arson to include fires caused during the manufacturing, attempted manufacturing, or endeavoring to manufacture a controlled substance (such as methamphetamine labs)

Applies when such manufacturing activity destroys or burns any building or its contents that is inhabited or occupied by one or more persons

Also applies when the controlled substance manufacturing causes a person to be burned

Covers situations regardless of whether the building or contents belong to the person manufacturing the controlled substance or to another party

Takes effect 60 days after becoming law
