Adds knowingly possessing a stolen firearm, rifle, or shotgun as a new form of criminal possession of a weapon in the first degree, classified as a class B felony

Creates a new criminal use of a firearm in the first degree offense for committing certain felonies (assault, homicide, sex offenses, kidnapping, burglary, larceny, or robbery) while knowingly possessing a stolen firearm, rifle, or shotgun

Expands criminal sale of a firearm in the first degree to include unlawfully selling, exchanging, giving, or disposing of a firearm, rifle, or shotgun that the seller knows to be stolen

Makes theft of one or more firearms, rifles, or shotguns a class B felony (grand larceny in the first degree), regardless of the monetary value of the weapons

Repeals existing provisions in the larceny statutes related to firearms and consolidates firearm theft penalties under the grand larceny in the first degree statute
