Requires the Department of Environmental Conservation, in consultation with NYC Emergency Management, to establish a sea level rise mitigation and adaptation plan for cities with populations of one million or more

Mandates an annual sea level rise vulnerability and adaptation report submitted to the governor, NYC mayor, and Department of State within 90 days of completion, followed by public hearings in five different counties within 30 days

Authorizes the department to implement climate adaptation projects 180 days after the report, including natural resiliency measures, wetland protections, facility relocation or retrofitting, and flood risk reduction

Requires prioritization of projects that benefit disadvantaged communities, minimize harm to wildlife and public health, respect indigenous rights, and are cost-effective

Directs coordination with labor unions, community organizations, NYSERDA's regional clean energy hubs, and state planning agencies including the Department of State and Department of Public Service
