Authorizes the Public Service Commission to establish performance standards for combination utility companies (those providing electric, gas, or steam service in cities with populations of one million or more) during power outages and restoration efforts

Imposes penalties of up to $100 per violation, or up to $1,000 per violation for a pattern or practice of violations, for failure to comply with reliability and service continuity requirements, assessed per individual residential and commercial customer account

Requires the commission to establish a schedule of customer credits or rebates for customers experiencing service outages and missed installation appointments

Empowers the commission to investigate utility company performance during emergencies and deny recovery of service restoration costs if the company failed to reasonably implement its emergency response plan

Prohibits utilities from passing penalty costs, litigation expenses, or investigation costs onto customers through their bills
