Prohibits menstrual products sold in New York from containing restricted substances as intentionally added ingredients, effective 12 months after the law is enacted

Defines "restricted substances" to include lead, mercury, formaldehyde, triclosan, toluene, talc, phthalates, parabens, and PFAS (perfluoroalkyl and polyfluoroalkyl substances)

Bans restricted substances above threshold levels to be established by the Department of Health, in consultation with the Department of Environmental Conservation, no later than January 1, 2029

Requires the Department of Health to set threshold levels at the lowest feasible achievable level and review these standards every five years to determine if they should be lowered

Covers all menstrual products including tampons, pads, and menstrual cups, whether sold at retail, wholesale, or distributed for promotional purposes
