Prohibits utility corporations, municipalities, and publicly owned electric or gas companies from sharing consumer energy consumption data with any law enforcement entity without a court-ordered subpoena, warrant, or the consumer's written consent

Applies to all police officers as defined by criminal procedure law, as well as private, local, state, and federal law enforcement agencies

Prevents utilities from allowing third parties to disclose consumer electrical or gas consumption data to law enforcement without proper authorization

Permits utilities to use aggregate customer consumption data for analysis, reporting, or program management purposes if all personal identifying information has been removed

Takes effect immediately upon passage
