Prohibits anyone convicted of aggravated animal cruelty under "Buster's Law" (Section 353-a) from owning or possessing companion animals unless authorized by a county court judge

Requires convicted individuals to undergo psychiatric or psychological testing demonstrating "clear and convincing evidence" of sound mental capacity and ability to humanely care for animals before court authorization can be granted

Removes horses from the definition of "farm animal" in the agriculture and markets law

Creates new definition of "equine companion" for horses used in recreational activities including racing, jumping, showing, rehabilitative purposes, or otherwise treated as a companion animal or pet

Takes effect 30 days after becoming law
