Expands New York's abortion services fund to cover surgical and pharmaceutical abortions for state residents who are active duty military members, military spouses, or military dependents stationed in other states or foreign countries where abortion is not legally available

Covers travel-related expenses necessary to obtain abortion services when the individual is located outside New York in a jurisdiction where such services cannot be legally obtained

Applies only when services are not covered by other insurance or by the U.S. Armed Forces

Requires that covered abortion services be provided by a health care practitioner licensed, certified, or authorized under New York's education law and acting within their lawful scope of practice

Takes effect 180 days after becoming law, with immediate authorization to develop implementing rules and regulations
