Establishes ten sickle cell outpatient treatment centers distributed based on patient population concentrations, each receiving $250,000 annually for management and equipment

Exempts sickle cell disease patients from the requirement that opioid prescriptions for chronic pain lasting more than three months include a written treatment plan following national guidelines

Names the legislation the "Syd O. Sotillo Sickle Cell Treatment Act"
