Creates distinctive license plates bearing "NYC Fire Riders" for members of the New York City Fire Riders Motorcycle Club

Eligibility requires applicants to be New York State residents who are active or retired uniformed members of the FDNY and hold active membership in the motorcycle club

Imposes an additional annual service charge of $25 on top of the regular registration fee for the distinctive plates

Requires either a $6,000 surety bond or a minimum of 200 pre-orders with non-refundable service charges before plates can be designed and produced

Takes effect 180 days after becoming law, with immediate authorization for regulatory changes needed for implementation
